Two Arrested in New York for Running an Illegal Chinese Police Station

The Federal Bureau of Investigation arrested two men on April 17 for operating an illegal Chinese overseas police station in Manhattan’s Chinatown. Lu Jianwang, 61, and Chen Jinping, 59, were charged for conspiracy and obstruction of justice when it was discovered that they were covertly acting as agents of the Ministry of Public Security (mps) of the People’s Republic of China (prc).

Two miles from our office, just across the Brooklyn Bridge, this nondescript office building in the heart of bustling Chinatown in lower Manhattan had a dark secret until several months ago. An entire floor of this building hosted an undeclared police station of the Chinese national police.

Overseas station: China currently operates over 100 illegal police stations in foreign countries across the globe, but the station in Manhattan was reportedly the first Chinese station established in the U.S.

China insists that the office building was only there to help Chinese nationals access services such as renewing drivers’ licenses. However, the location was never registered with the U.S. Justice Department.

In October 2022, the station was searched by fbi officials, and Lu and Chen were questioned. It was discovered that the two men were illegally spying on and intimidating dissidents of the prc.

On at least one occasion, an official with the Chinese national police directed one of the defendants, a U.S. citizen who worked at the secret police station, to help locate a pro-democracy activist of Chinese descent living in California. In other words, the Chinese national police appear to be using the station to track a U.S. resident on U.S. soil.

Later, Lu and Chen admitted to deleting from their cell phones conversations they had with each other and mps officials that would give evidence of their cooperation with the prc.

This case serves as a powerful reminder that the People’s Republic of China will stop at nothing to bend people to their will and silence messages they don’t want anyone to hear.

These Chinese operations foreshadow a period the Bible calls “the times of the Gentiles” (Luke 21:24). It will be a dangerous age where people’s “hearts [will be] failing them for fear” (verse 26) because governments will impose strict, ruthless rulership.
