EU Adviser Edmund Stoiber: ‘We Give Money, We Must Impose Conditions’

If the eurozone is going to survive this crisis, the member states must turn over sovereignty to the paymaster of Europe.

The European sovereign debt crisis could contribute to the breakup of the European Union if not properly managed, said EU adviser and anti-bureaucracy czar Edmund Stoiber in an interview with Die Welt magazine on Monday. “We live in a borderless continent. This is a big challenge,” said the former Bavarian prime minister (translation ours throughout).

To solve the euro crisis, Stoiber advised swift and automatic sanctions against any EU member nation that violates the financial standards set for it by Germany. “We ultimately give this money, not because we are a noble knight, but we give this money out of personal interest,” said Stoiber. “Therefore, we must impose conditions.”

As to what these conditions should be, Stoiber explained that no nation should be allowed to run an annual deficit greater than 3 percent of its gross domestic product. He also said that no eurozone nation should be allowed an existing debt level greater than 60 percent of its gdp.

“A bailout only makes sense if the indebted counties, such as Greece, may be prescribed a relativization of sovereignty,” said Stoiber. “In Portugal, or Italy, we know already that the de facto sovereignty is limited. … The wages in these countries cannot increase; taxes will have to be increased.”

Unlike most other European leaders, Edmund Stoiber is very blunt and specific concerning the consequences awaiting eurozone nations that do not get their financial house in order. “When a state refuses to bring its finances into order, then it should be possible for the other members of the eurozone to exclude it,” Stoiber said last year.

As Richard Palmer wrote in his article “Euro Crisis Proves Need for Visionary Leader”: “The fiasco is proving to the world that if the common currency is going to survive, euro nations will need to give up many of their powers to one leader. Not a committee that takes weeks to take action, but a strong individual who can act quickly.”

In the process, some eurozone countries will be forced out of the union. When that happens, the pundits will say European unification is dead, that the European Union has failed. Don’t listen to them!

America’s moral breakdown is about to come home to roost.

We have all seen the damage caused by the riots in Britain. It was uninhibited anarchy and lawlessness. For five days, animal-like mobs burned businesses and homes, hospitalized police officers, looted shops, assaulted citizens, and even killed people.

It was a national disgrace.

And it is exactly what is coming to America—and soon.

In fact, the riots have already begun. Just days before the burning of London, a riot broke out at the Milwaukee State Fair. Yet, because of its racially charged nature, most media outlets buried the story.

As the sun went down at the end of the first day of the Wisconsin State Fair on August 5, it was as if the lights of civilization were temporarily snuffed out with it. According to the Journal Sentinel, the family-friendly event quickly descended into something out of tribal Afghanistan.

Eric, an Iraq war veteran, said that what he saw Thursday night compared to combat. “When I saw the amount of kids coming down the road, all I kept thinking was: There’s not enough cops to handle this. There is no way.”

“It would have taken the National Guard to control the number of kids that were coming off the road,” he said.

And those kids were violent.

Reports indicate that 300 to 400 young black youths began a “rampage” as they left the state fair. But it was a racially targeted rampage—with the mob pulling people out of cars and pillaging what they could grab, knocking people off bikes, beating pedestrians, and attacking the few onsite police officers.

“It looked like they were just going after white guys, white people,” said resident Norb Roffers. “We were just like cattle being herded out of the park, and they were picking and choosing who they wanted to beat on.” Roffers says his injuries are just limited to the headache he received after being hit in the head from behind with a traffic cone.

“It was 100 percent racial,” confirmed Eric. “As the mob ran through traffic, jumping on cars, they were looking through windows to see who they would attack.”

“It was like a scene out of a movie,” one witness said.

One white 15-year-old was knocked off his bicycle and surrounded by a mob who beat him unconscious. He was left lying in the street in the fetal position and then kicked and drop-kicked by other teenagers who happened to see him; finally other later-arriving teenagers threw his limp body into some bushes—as casually as someone might take out the trash.

“I don’t believe [last night’s events] are random,” said Mayor Tom Barrett. Perpetrators will be prosecuted regardless of race, he said, and more security would be provided to stop future occurrences.

But Milwaukee alderman Bob Donovan is not convinced. “There is a growing subculture in the city of Milwaukee and other large urban centers across the nation—largely young and African American lacking the shared values that you and I may take for granted,” he said. “To this subculture, there is no respect for authority. There is no value in marriage or raising a family. There is no value in receiving an education or getting and keeping a job. There is no value in passing on a legacy to the next generation.”

Being as outspoken as he is, Donovan is sure to make enemies—but who can deny the dangerous, degenerating condition of America’s welfare-dependent cities?

On August 4, a Philadelphia mother spanked her misbehaving child while on a city bus. Another passenger confronted her, threatening to call the child-abuse authorities. The mother turned away and made a cell phone call. Minutes later the mother and child walked off the bus while four members of her family walked up and opened fire on the bus with weapons, including a machine gun.

One month earlier, a mob of around 60 black teenagers beat and robbed a smaller group of white people at a fireworks exhibition in Milwaukee.

Philadelphia is under a curfew due to inner-city violence. Philadelphia Mayor Michael Nutter said: “You have damaged your own race. If you want … anybody else to respect you and not be afraid when they see you walking down the street, then leave the innocent people who are walking down the street minding their own d- - - business. Leave them alone.”

Now Kansas City is considering a curfew for teenagers too. Over the weekend, a shootout injured four people and forced Mayor Sly James to dive for cover and his bodyguards to pull their weapons.

America’s cities are exploding with violence. And here is the scary thing: The economic hard times haven’t even started yet.

Back in London, Prime Minister David Cameron said a “slow-motion moral collapse” was behind the rioting. “This must be a wake-up call for our country,” he said. “Social problems that have been festering for decades have exploded in our face.”

We have to have the “determination to confront” these issues he said. It is time to “fight back.”

Good luck with that.

Britain and America sit atop the largest welfare states in the history of the world. More people are on assistance programs than ever before. More teenagers live at home in government-provided housing, wearing government-purchased sneakers, drinking government-provided Mountain Dew, living with single mothers who grew up on government-subsidized housing themselves, than ever before.

More people rely on government for their daily bread in America and Britain than the entire population of Greece, multiple times over.

But here is the point: They all have their government-provided daily bread!

What will our cities look like when the social welfare and other government money handouts stop coming? And that is about to happen. Whether through deflation and debt collapse, or inflation and dollar value destruction, the Western world’s welfare state economic model is failing. Already, Greek-style austerity is looming over government budgets. Forced social spending cuts are coming.

And when they do, America’s cities will burn just as fiercely as Britain’s.

But economic collapse has a deeper cause. America’s and Britain’s welfare states are but an outgrowth of their moral state. The welfare system is an immoral system that harms both its users and abusers, and it is contributing to social breakdown and economic collapse. But it is only a symptom of the true cause.

As for politicians, you can almost guarantee that their solution to the riots will be to add additional government programs. If that happens, you can certainly guarantee that nothing is solved.

There is a cause for America’s and Britain’s social problems. There is a reason why thousands of unsupervised youth and teenagers feel they have the right to riot, steal, kill people, and burn our cities. And, to give David Cameron credit—it does get back to moral collapse.

As America and Britain grapple with the worst economic downturn since the Great Depression, anxieties are escalating and tempers are flaring. With human nature being what it is, this combination of stress and desperation too often leads to violence—often along ethnic lines. The worst race riot in Wisconsin state history occurred on August 4, during the opening night of the Wisconsin State Fair. As darkness fell over the fairgrounds, hundreds of African-American youths swarmed out into the parking lot, seeking out Caucasian fairgoers. According to news reports, these black youths rampaged through the district, smashing car windows, throwing rocks and beating passersby with whatever blunt instruments were available.

This riot came only a month after a similar occurrence in the same city. During a Fourth of July celebration in Milwaukee’s Kilbourn Reservoir Park, some 60 young people beat and robbed a smaller group that had been watching fireworks. According to witnesses, the injured people were white and the attackers were African-American. One of the victims, Shaina Perry, remembers being punched in the face before having her debit card and cell phone stolen. “They just said ‘Oh, white girl bleeds a lot,’” she said.

In the past two years, Philadelphia has been tormented by several flash mobs composed of poor black teens who decide to meet at predetermined locations and then commit assorted acts of mayhem. The latest event, which took place in late July, saw 20 to 30 youths descend on Center City after dark to punch, beat and rob bystanders. One was hospitalized with a fractured skull after being kicked savagely in the head. Mayor Michael A. Nutter recently imposed a 9 p.m. weekend curfew on all minors in an attempt to curb the ongoing problem posed by these flash mobs. Nutter, who is African-American himself, then issued some tough talk to the black teens in his city, telling them that their actions had “damaged” the reputation of their own race.

It is human nature that creates prejudice, jealousy, envy, competition, strife, vanity, lust, greed, resentment and all the evils that always end up leading to violence. This means that race relations will continue to deteriorate as the economy worsens.

During the height of the American civil rights movement, the renowned educator Herbert W. Armstrong wrote from a unique perspective—not white or black, but based on the eternal truths of the Holy Bible. Mr. Armstrong taught the way to true peace and correctly identified the problems plaguing race relations. Yet, he also understood what the Bible prophesied for the near future. Basing his predictions on these prophecies, he wrote in the October 1963 Plain Truth: “Make no mistake! This is no light matter to pass over casually! Race war is coming! Racial tensions, passions and hatreds are being deliberately stirred by organized planning. It will explode into mass violence that will stagger the imagination! It will be whipped into an accelerating crescendo until human blood runs like rivers!”

Eurozone member nations with suffering economies could lose all their domestic banks, said analysts at rating agency Standard and Poor’s, according to an article published in the Telegraph August 10. Larger pan-European banks could replace nation banks because Europe’s banking system is “not aligned to the single currency area,” they said.

Some banks, especially in nations like Portugal, Ireland and Greece, have become reliant on loans from the European Central Bank (ecb). These loans were meant to be a short-term fix, but now these banks cannot survive without them—meaning they are unlikely to last in the long term.

“We envisage that banks operating on a more EU-wide basis, alongside an ecb with appropriate powers, would be an important part of a sustainable euro project,” said S&P financial analyst Tony Silverman.

“This may mean peripheral countries should not necessarily expect to have their own domestic banks,” he said.

The vacuum could leave another avenue for the eurozone’s more prosperous nations to take over assets of the weaker ones.

“However it happens, Germany is prophesied to come out on top in this financial crisis,” wrote Trumpet editor in chief Gerald Flurry in December 2008.

“Watch for Germany to be at the helm in a restructuring not only of EU member nations’ economies, but of the entire European Union itself!” he wrote.

Germany has plenty of bank troubles itself, especially with its Landesbanks, but this type of long-term banking problem in the peripheral nations could give Germany another chance to invade the economies of the weaker nations.

If the eurozone is going to survive this crisis, it must take power away from national parliaments.

Eurozone leaders agreed to make dramatic changes to the way the single currency works on July 21. And then an anticlimax. Job done, the leaders thought, and they and their national parliaments went on holiday, ready to pass the changes into law when they got back, probably sometime in September.

Although lawmaking stopped, the usual bickering between politicians continued.

Of course, the financial markets panicked. And once again, eurozone leaders have responded by arguing about whether or not they should hold another meeting.

The fiasco is proving to the world that if the common currency is going to survive, euro nations will need to give up many of their powers to one leader. Not a committee that takes weeks to take action, but a strong individual who can act quickly.

The global economy suffered “as markets panicked that no single leader or central bank appeared to be taking charge of the response to the turmoil,” wrote Britain’s Independent.

Former European Commission President Romano Prodi warned that the eurozone has a “problem of power.”

“We don’t know who is in charge,” Prodi said.

The Spanish La Vanguardia wrote that on August 4, European Central Bank President Jean-Claude Trichet raised “a fundamental problem: The governance of the euro requires a political and institutional system that is more agile and more effective.”

Reuters reports, “Many EU officials say the crisis has been exacerbated by a leadership vacuum, partly due to the lackluster performance of Eurogroup chairman Jean-Claude Juncker, the veteran Luxembourg prime minister who has been an EU deal-broker for two decades.”

French President Nicolas Sarkozy is pushing to give European Council President Herman Van Rompuy more power over the eurozone, according to Le Monde. Reuters cites two senior EU sources saying that the cacophony of multiple voices that undermines market confidence in the eurozone must be stopped. “There has to be one voice,” it quotes a senior official as saying.

If this happened, “it would take a lot of power from the Eurogroup of ministers,” one of its sources said.

It would take a lot of power from national parliaments too. For the new agreement to go into effect, it must be ratified by all eurozone members. One of the parties in Slovakia’s ruling coalition has promised to derail it. On August 8, parliamentary speaker and head of the Freedom and Solidarity party Richard Sulik said, “We will do everything we can in order for the parliament not to approve it.” Without Sulik’s support, Slovakia’s main political party would require the help of the opposition party, which has been fiercely critical of the government.

For the eurozone to become the agile and effective union Trichet wants, it will have to prevent national parliaments from getting in the way of its reforms. Even if the parliaments don’t block the reforms, they slow the decision-making process down further.

Eurozone leaders take an inordinate length of time to decide on reforms. Then it requires another lengthy period before those reforms are approved by national parliaments.

But more than a quick decision-maker, they need a visionary leader. Across Europe, people have been crying out for real leadership.

On August 6, the Express, a British tabloid paper, decried Europe’s leaders as “political and economic pigmies, every one of them—a devastating mix of the corrupt, incompetent and laughing stock.” The same day, Britain’s Independent had an article with the headline “Europe cries out for leadership as global share sell-off continues”; the Telegraph had another headlined, “In this grave crisis, the world’s leaders are terrifyingly out of their depth.” The next day, the Guardian headlined one of its articles, “The cry for leadership goes out—and no one answers.”

It’s not just the British papers saying this. Italian economist Alberto Alesina wrote in the Corriere della Sera: “[T]he Western political class … will go down in history as one of the worst since the Second World War.”

“Give us back De Gasperi, Thatcher, Reagan, Clinton, Blair and Kohl before it’s too late,” he wrote.

“We have often written about how Germany is waiting for a strongman,” wrote Trumpet editor in chief Gerald Flurry in his latest article. “But these events show that all of Europe is waiting for some kind of a strongman to make this system work. They must have somebody with real authority.”

This has become even more obvious since the July 21 meeting. Watch for this strong leader to appear in Europe.

Three centuries of Anglo-Saxon global dominance are ending with dramatic speed. In the meantime, Germany is back and calling the tune—not just in Europe, but globally!

Unless one’s head is stuck in the sand of self-deceit, it surely must be glaringly obvious from recent events that the British and American peoples are in extremely rapid descent into chaos.

The Second World War finished with Britain’s dramatic, sudden loss of imperial power with the nation devolving over the following half-century into a second-rate island welfare state. The end results of the British welfare state were glaringly displayed in the graphic images of British cities burning last week.

Following World War ii, the United States quickly filled the global leadership vacuum created by the collapse of British power.

Yet what Britain had possessed for 200 years—global military and economic dominance—America has enjoyed for but a tenth of that time.

From the towering heights of unipolar power gained after the Soviet Union’s collapse in 1990, it has taken America barely 20 years to wreck its national economy, totally confuse its own society by misguided political and judicial judgments, and divorce its system of governance from the virtues embedded in its national Constitution.

In the process, America has squandered its opportunity to be an example to the world as a peacemaker through the wisest use of its once massive power.

More and more, the mass media are denigrating America and pointing to its catastrophic descent as a global power. This is particularly the case in Europe—especially Germany.

Deutsche Welle called the U.S. a “creaking superpower” last week, whose “reputation as a leading global power is taking a battering on the world stage. … The superpower is also looking at a political crisis—both domestically and internationally” (August 9).

The same source further commented that “the world’s powers mostly shuddered at the thought of a United States in decline.” And well they may if only they were aware of which nation will soon take over as the leading light of “the West”—and it won’t be China!

If those who sacrificed so much to destroy Hitler’s crazed attempts to rule the world 70 years ago were to read of one of his countrymen of today pontificating on America’s moral descent, surely they would stand aghast. Yet that is exactly what the maverick millionaire publisher of the leftist der Freitag did in a scathing piece on the U.S. last week. The shame of it all is that much of what he said is right.

Voicing what is quickly becoming more of a general opinion in Germany concerning the U.S. than many will admit, Jakob Augstein quipped, “Increasingly, the divided country has more in common with a failed state than a democracy. In the face of America’s apparent political insanity, Europe must learn to take care of itself” (Spiegel Online, August 4; emphasis added throughout).

The airing of such opinions in Germany is aiding a rising anti-American view of its nato ally. In the process, it is promoting the idea of Europe severing its ties to the Atlantic alliance—“Europe must learn to take care of itself.”

But what is really startling is Augstein’s contention that America—for 65 years the leading light of the West and hence of the peak of civilization as the world knows it—has divorced itself from the Western values and traditions on which the nation was not only founded but for which it became an exemplar to the rest of the world. Such a view automatically places the nations that ostensibly still hold to the “Western tradition,” i.e., Catholic Europe, in a position as the sole remaining repository of those standards. Augstein continued:

The word “West” used to have a meaning. It described common goals and values, the dignity of democracy and justice over tyranny and despotism. Now it seems to be a thing of the past. There is no longer a West, and those who would like to use the word—along with Europe and the United States in the same sentence—should just hold their breath. By any definition, America is no longer a Western nation.Society is not only divided socially and politically—in its ideological blindness the nation is moving even further away from the core of democracy. … America has changed. It has drifted away from the West.The country’s social disintegration is breathtaking. …

The poor man’s online encyclopedia, Wikipedia, describes the term “the West” as meaning “Western culture or civilization derived from European origin.” It is this that Augstein has in mind as defining “the West.”

In that sense most objective observers might view Augstein’s opinion of America as correct. But it’s the extension of this view, implying that Europe alone can fill the moral, political, economic, defense and security vacuum created by America’s divorce from “the West,” that is deeply concerning: “From a European perspective, it all looks very strange: It’s a different political culture. There are other rules at play, different standards. More and more we view America with the clear notion that we are different. … Nevertheless, at least one good opportunity springs from America’s fate: The further the United States distances itself from us, the more we will (have to) think for ourselves, as Europeans. The West? That’s us” (ibid).

Augstein is much closer to reality than he may realize. Bible prophecy forecasts that a European power, led by his own nation, will fill the gap created by the demise of America, the “creaking superpower”!

Today the world looks to Germany to create the climate, set the rules and provide the political will to rescue the world from global financial chaos. Just listen to the market analysts each day this week as they loudly proclaim their waiting on Germany for a clear signal as to its lead in the current global crisis.

In this respect, a startling piece published on the weekend by the German newspaper Welt, titled “Germany Becomes the Paymaster of Europe,” is worthy of note, most particularly for the views it quotes from German bankers and economists. In particular, the opinion of Asoka Wöhrmann, chief fund manager of dws, the investment company of Deutsche Bank, is worth considering in relation to Germany’s bankers now supporting the introduction of a eurobond. Wöhrmann declares, “‘If political stability is upheld it will ensure that the eurobond will calm the situation.’ … It would create a highly liquid market …. ‘The euro could even rise to the world’s reserve currency’” (August 13; translation ours throughout).

Welt then quotes Michael Huether, director of the Institute of German Economy, as declaring: “‘This is a turning point. [N]ow the markets have turned to debt intolerance.’ … The current turmoil enables us to make adjustments to monetary policy. … ‘This now becomes a question of political will.’”

Consider those statements in relation to America’s decline. U.S. government policy is to create more debt in the foolish belief that such a policy will lead to economic recovery. This flies in the face of a global market that is now seeking to flee debt—“the markets have turned to debt intolerance.” The world has lost confidence in an America out of step with global market opinion. It hungers for an alternative to the declining dollar.

Global elites are looking for an instrument in which they can have faith for long-term investment to aid global economic recovery. Germany’s bankers and financial experts support the introduction of a eurobond. One expert claims that not only would the introduction of a eurobond lead to economic recovery—“create a highly liquid market”—but it could even allow the euro to replace the dollar as “the world’s reserve currency”!

The fact that this global crisis has worked to Germany’s distinct advantage is reflected in the director of the Institute of German Economy declaring that “The current turmoil enables us to make adjustments to monetary policy.” That’s exactly what Stratfor recently inferred: “Germany reaps some benefit from the continuation of the crisis. So long as bond markets are pressuring EU states, those states are forced to come to Germany to humbly ask for assistance. This assistance comes with a price that the Germans are now able to name. … So long as the crisis does not spiral out of control, Germany actually needs the market pressure to steadily rewire the European architecture more to its liking. Berlin actually has a vested interest in keeping the crisisand several EU states—on an aggressive simmer” (August 9).

To this, the market in general, and most pundits, seem quite blind. Yet it is absolutely consistent with the message that we have been trumpeting in print and via television for decades, and via this website for as long as it has existed. Now it’s current-day REALITY!

Imagine that! The prophecy of Herbert Armstrong that a failure of the global financial system would lead to the rise of Germany to dominate the globe for a moment with massive imperial power is actually the stuff of daily news today!

“Germany” is now on the lips of all major players on the world’s stock markets and figures rampantly in the opinions expressed daily by financiers, economists and market analysts. “Germany is the paymaster of Europe”! Not only that, the whole world awaits Germany’s decision to float a eurobond, the introduction of which may destroy the dollar’s rapidly fading standing as a world currency. This would place Germany in the chief seat as “global paymaster”!

Even as the U.S. debt escalates to galactic proportions, with Congress dithering in its own abject self-serving corruption, even as England’s cities burn—both situations dramatically demonstrating the chaotic fall of the Anglo-Saxon nations—Germany rises apace to imperial greatness.

That this was all prophesied has been one of the Trumpet’s most consistent messages for the past 22 years and, during last century, for nigh on 60 years from our mentor, Herbert W. Armstrong—the message that Germany would rise in tandem with Rome to dominate the global system for one more brief time in history—the prophesied seventh and final resurrection of the Holy Roman Empire!

Few listened to Herbert Armstrong last century. Many mocked. Of those who did listen, few remained steadfast in that knowledge. Now that it is hardcore reality of the day, most remain blinded to it.

This is all so consistent with the biblical prophecy that speaks of our day being a parallel of the days of Noah: “For as in the days that were before the flood they were eating and drinking, marrying and giving in marriage until the day that Noe entered into the ark, And knew not until the flood came, and took them all away; so shall also the coming of the son of man be” (Matthew 24:38).

Be it the collapse of order in British society or the breathtaking loss of American power, the root cause is one of moral proportions. At the heart of that moral dilemma of the British and American peoples lies a spiritual vacuum.

The patience of the Creator of mankind, longing for the repentance of man from endemic sin, is at an end. Curse upon curse is mounting daily on the peoples of America, Britain and the Jewish nation. Expect this turn of events to gather pace rapidly as time accelerates toward that which Jesus Christ prophesied as a massive sign of God’s intervention in human affairs to stop the rot: “For then shall be great tribulation such as was not since the beginning of the world to this time, no, nor ever shall be. And except those days should be shortened, there should no flesh be saved: but for the elect’s sake those days shall be shortened” (verse 21).

Even amid the horror of the greatest correction to be brought by God upon a sinful mankind since the Flood, our Creator extends mercy by cutting those days of correction short.
