Chinese Exports Aid Russia’s War in Ukraine

A surge in Chinese exports to Russia played a major role in Moscow’s defense against Ukraine’s June counteroffensive. Statistics reported by the Atlantic Council on November 15 show how China is aiding Russia without crossing the red line of exporting weapons.

Now that Ukrainian weather is colder and wetter, it will be difficult for Ukraine to make any major gains until spring.

Dual-use items: As far as we can tell from open-source data, China has not sent significant amounts of weapons to Russia. But it is clear Beijing is supplying Moscow with many dual-use items and other goods vital to Russia’s offensive.

When Ukraine began pushing Russia back after the initial invasion, Russian soldiers dug trenches to hold their ground. Meanwhile, Chinese exports to Russia of excavators and front-end loaders more than tripled. A Wall Street Journal investigation found considerable quantities of both in Russia-occupied Ukraine.

Other Chinese exports to Russia also increased.

  • In the first eight months of 2023, exports of large trucks weighing over 20 tons increased 728 percent from 2021.
  • Non-agricultural “tractors” went from zero in 2021 to about 48,000 in the first nine months of 2023.
  • Semiconductor exports rose from $72 million in 2021 to $175 million in 2022.
  • Ball bearing exports (used in manufacturing tanks and railcars) are 345 percent higher this year than at the same point in 2021.
  • Chinese drone company dji is selling products to industries affiliated with the Russian military.
