China Helps Russian Military Buy Banned Technology From the West

Russia is using China as an intermediary to buy large quantities of technology from the West while evading heavy sanctions and export controls, Newsweek reported on June 21. Russia has used this technology to continue fighting its war against Ukraine.

Chinese loophole: Russian trade information compiled by Ukrainian authorities shows that Russia imported 72 percent of the total value of its critical components from China between March and December 2022. However, the majority of this technology is produced in America and Europe. Despite severe export controls made against Moscow by Western leaders, Russia has used China as a loophole to continue importing technology from the West.

“We’re at the point now where the export controls should start having an impact. But Russia is adapting,” said Emily Kilcrease, director of Energy, Economics and Security Program at the Center for a New American Security.

Sixty-six percent of imported critical components found in Russian weapons used in Ukraine is coming from U.S. companies, who often sold these products to China before they arrived in Moscow. Overall, Russia has been able to buy technology manufactured by 155 companies headquartered in America and Europe.
