Russia Has Caused Nearly 18,000 Confirmed Civilian Casualties in Ukraine: Report

 

Russian forces have killed at least 6,884 Ukrainian civilians and wounded at least 10,947, according to a Dec. 27, 2022, report by the United Nations Office of the High Commissioner for Human Rights.

  • The report covers the time from February 24 to December 26.
  • The casualties include 429 slain children and 800 injured children.
  • Most of the civilian casualties were caused by explosive weapons, including heavy artillery and missiles.

The true figures are also obscured by the fact that Russian forces have not allowed Ukrainians or outsiders to access areas that remain under Moscow’s control.

United States Chairman of the Joint Chiefs of Staff Gen. Mark Milley said in November that 40,000 civilians have so far been killed in the war.
