Congress Surrenders Power of the Purse to the Executive Branch
Budget “compromise” gives President Obama everything he wants.
During the Constitutional Convention, the Framers were adamant that the executive branch of the government would not be able to spend money without congressional authorization. That constitutional authority has now been diminished dramatically as a result of Congress’s latest capitulation on spending.
